How not to deal with potentially explosive liquids

If these liquids they are confiscating are potentially explosive, why would they dispose of them by pouring them into a trash can around a ton of innocent people? They've never heard of chemical reactions?
This whole thing is a joke and is only staged to see if Americans are still submissive, and to set the stage for a future attack and war with Iran.
